The current year assessment billing statement is available online together with all pastoral charge statistics reports.

Since 2023, all of our communities of faith have been at their target assessment based on 4.5% of net revenue and ¼ of 1% of the value of investments over $100,000. However, if the annual statistics were not submitted, the information that was on file was carried forward. It is critical that all communities of faith submit their annual statistics in a timely manner because these directly impact their assessments.

For those paying by pre-authorized payments, no action is required as your payments will be automatically updated for the current year unless your banking information has changed.

Assessment by the broader church is a core operating cost of a United Church in good standing. Section G4.2.4 of em>The Manual provides that, in terms of priority of payment, the first priority is to pay staff and related costs, and the second is to pay the assessment. The assessment is a core cost to be managed. We are striving to live into the change in church structures in a way that is fair to all the principles of the new funding model and having a consistent approach for all.

The preferred method of payment is by using either Internet banking or pre-authorized payments. The enrollment form ;can be found below.

PLEASE NOTE: There is a new mailing address if paying by cheque. Please make it payable to The United Church of Canada and mail it to:

Steps for Finding Your Assessment Information on ChurchHub.ca

The download includes screenshots that may help:

  1. Select the Reports dropdown in the black ribbon on the Annual Assessment or Annual Statistics tile.
  2. Select which report you wish to see: Target Assessments or Assessment Invoices.
  3. If you select Target Assessments, there are two columns for years. The first, Statistics Year, indicates the year of information provided to us through the annual collection of statistics data. The second, Assessment Year, indicates the year the target assessment is for based on the annual statistics data.
  4. If you select Assessment Invoices, you will find the payment frequency and method we have on file for your pastoral charge. If you download the PDF, it will show the same information contained here as well as payments (Method: Bank to Bank, PAR, Cheque; Frequency: Annually – due February 1; Quarterly – due February 1, May 1, August 1, December 1; Monthly – due February 1 through December 1) made during the year showing posting dates and amounts received. This is updated nightly so you can always keep track of your payments and outstanding balance.

Background

Beginning in 2019, there were fundamental changes to the pastoral charge assessment process. The new process

  • now funds both regional and denominational governance work
  • ensures that all pastoral charges share in a proportional and transparent way in the costs of the broader church
  • dedicates the use of Mission & Service donations to fund the church’s ministry and mission

Mission & Service Giving Is an Essential Element of the New Model

In the new funding model, individuals, families, and congregations continue to have the opportunity to donate to the Mission & Service of the church to support our collective ministry. This ministry is carried out in congregations, regions, the General Council Office, across Canada, and around the world through our Mission & Service partners. In times of financial pressure the new model will assure that future Mission & Service donations will not be used to fund governance.
