Formation of the All Native Circle Conference (1987)

  1. That the Executive of General Council authorize the process of development toward the establishment of the All Native Circle Conference as of January 1, 1988.
  2. The Executive of General Council instruct the Agenda and Planning Committee for the 32nd General Council to allow time very early in that Council for the formal ceremony/celebration to mark the constituting of the new Conference. Marttila expressed that this issue would be excellent to highlight and make known across the country as a major positive issue at the 32nd General Council.
  3. That the Executive of the General Council authorize the election of sixteen (16) persons from this new Conference (in accordance with Manual provisions) as commissioners-elect to the 32nd General Council, and recommend to the 32nd General Council that these commissioners-elect become full commissioners at the point when the All Native Circle Conference is formally constituted.
  4. That the Executive of General Council authorize the position of Speaker (Executive Secretary, at the same category as all Executive Secretaries) for the new Native Conference, and further authorize that regular search and selection procedures for this position be followed. The court was reminded that this is not an authorization of the position description, but an authorization of the position.
  5. That the Executive of General Council authorize $40,000 from the General Council project fund for 1988 to supplement the existing Native Ministries Budget in order to provide for the new Native Conference budget.
    To postpone definitely until the report of the Priorities Committee.
  6. That the Sessional Committee commends to the attention of the Executive and the wider church the paper on Native North American Spirituality by Stan McKay on pages 29-34 for their study and consideration.
